The Corridor
Every carrier on the East Coast corridor passes through Maryland, and most of them pay to do it.
Interstate 95 runs from the Delaware line through Baltimore and its tunnels to the Capital Beltway. The Baltimore-Washington Parkway carries traffic between the two cities as well, and it bans commercial vehicles.
The Fort McHenry and Harbor tunnels charge tolls, and so do the Bay Bridge and the Intercounty Connector. Carriers pay them, and they are built into every quote.
